Health Bureau Issues Document to Promote Hydrogen-Oxygen Medicine
In recent years,hydrogen–oxygen medicine has advanced rapidly,particularly in respiratory disease prevention and treatment,chronic disease management in older adults,and adjuvant cancer therapy,with clearly demonstrated clinical translation outcomes.“Hydrogen–oxygen inhalation therapy”has successively been included in medical insurance catalogs in multiple regions and promoted as an appropriate new health technology.On October 14,the Health Commission of Yicheng District,Zaozhuang City,Shandong Province,issued the Implementation Plan for the Clinical Promotion Pilot of Hydrogen Medicine in Yicheng District(hereinafter referred to as the“Plan”),which incorporates the clinical promotion pilot of hydrogen–oxygen medicine into the orderly implementation of the Health“15th Five-Year Plan”of Yicheng District,forming distinctive experience and practices.The Plan states that,guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and in full implementation of the Healthy China 2030 Planning Outline,with a people-centered health approach,through clinical pilots and open experience programs,the application of hydrogen medical therapies in clinical practice will be advanced,elevating hydrogen applications to a healthy lifestyle,enabling the public to obtain sustainable and green health benefits,and enhancing the people’s sense of health gain and well-being.As an emerging intervention modality,hydrogen medicine has been proven to deliver core values including selective antioxidation,anti-inflammatory effects,and metabolic regulation;more than 2,700 peer-reviewed studies worldwide support its potential in chronic disease management and anti-aging.This clinical promotion pilot of hydrogen–oxygen medicine will be carried out through tiered classification,pilot operation,and steady advancement.
Yicheng District People’s Hospital
Starting in November 2025,with the District People’s Hospital and the District Hospital of Traditional Chinese Medicine as pilot sites,each pilot hospital will rely on departments such as Rehabilitation Medicine,Geriatrics,Oncology,Medical Aesthetics,Dermatology,and Traditional Chinese Medicine Wellness Clinics to explore the use of hydrogen–oxygen generators(Class III medical devices)and other equipment,initially establishing 3–5 hydrogen medicine specialty demonstration clinics and building a standardized system covering“equipment configuration–staff qualifications–operational procedures.”On the basis of successful pilots,the program will be gradually extended to all public medical institutions across the district.

Policy Support in Shandong
On January 5,2021,“hydrogen–oxygen mixed nebulization”as a novel nebulized inhalation therapy was included for the first time in the Shandong medical insurance coverage,with explicit pricing standards.
On December 15,2022,the Shandong Provincial Health Commission issued a document including“hydrogen–oxygen mixed inhalation for pain relief”in the 14th batch of appropriate health technology promotion projects.
On December 27,2023,the Shandong Provincial Health Commission announced the inclusion of“applications of hydrogen–oxygen inhalation to improve sleep-disordered breathing”and“clinical application of hydrogen–oxygen nebulized inhalation during the perioperative period of total hip arthroplasty in older adults”in the 2023 Shandong Provincial Appropriate Health Technology Promotion Projects.
On December 18,2024,the Shandong Provincial Health Commission announced that“applications of hydrogen–oxygen inhalation to improve pneumoconiosis-related respiratory dysfunction,”among others,were listed as the 2024 Shandong Provincial Appropriate Health Technology Promotion Projects!
On May 20,2025,the official website of the Shandong Provincial Medical Security Administration released a notice(Lu Yibao Fa[2025]No.15),incorporating“hydrogen–oxygen mixed gas inhalation therapy”as a separately billable item,with pricing determined independently by medical institutions.
On August 5,2025,the hydrogen medicine anti-aging module of the Longevity and Anti-Aging Center at Taian Central Hospital entered trial operation,marking the official launch of China’s first hydrogen medicine outpatient clinic at a tertiary Grade A hospital themed on longevity and anti-aging through hydrogen–oxygen intervention!
